The Oelwein Police Department continued its crackdown on illegal drugs in the community with another investigation that occurred Wednesday morning, March 12, in the 100 block of Eighth Avenue NW.

At approximately 9:50 a.m. police investigated an apartment in the Otter Creek Cottages complex where illegal controlled substances were found and seized. Two persons were arrested and charged in the course of this investigation.

David Lee Roy Smith, 63, of Oelwein, was arrested for possession with intent to deliver methamphetamine, Class C felony; possession with intent to deliver marijuana, possession of controlled substance third or subsequent arrest buprenorphine, gatherings where controlled substances are used, dominion/control of firearm ammunition by a felon, 4 Class D felonies; distribution of prescription medication first offense, unlawful possession of prescription medications, both serious misdemeanors, and possession of drug paraphernalia, simple misdemeanor.

John Stephen Clark, 56, of Oelwein, was charged with possession with intent to deliver methamphetamine, Class C felony; possession with intent to deliver marijuana, gatherings where controlled substances are used, both Class D felonies; unlawful possession of prescription medications, serious misdemeanor, and possession of drug paraphernalia, simple misdemeanor.

Smith and Clark were taken into custody and transported to the Fayette County Jail to await an initial court appearance. The investigation remained ongoing.

Wednesday evening at approximately 7:30, Oelwein Police conducted a search warrant in the 700 block of Second Street NW, at the residence of Clark. Illegal controlled substances were also found and seized at this location.

John Stephen Clark, who was already in custody, was additionally charged with possession of methamphetamine, third or subsequent, possession of marijuana, third or subsequent, both Class D felonies; unlawful possession of prescription medications, serious misdemeanor, and possession of drug paraphernalia, simple misdemeanor.
